The Health Policy Manager will lead the development and implementation of legislative and administrative advocacy regarding Medicaid managed care and children’s social-emotional health portfolios. They will use excellent advocacy and communication skills to convene partners, shape and advocate for policy solutions, and promote NC Child’s vision of a state where all children can grow up healthy and meet developmental milestones. Lastly, this position will show a willingness to embrace new and complex topics.
The Health Policy Manager works to ensure that North Carolina’s children have access to high-quality, affordable health services and systems needed to promote whole child well-being. Within this portfolio, the candidate will be focused on supporting health policy action, coalition advocacy, and working with a team of advocates to achieve effective and equitable health systems. As a part of this workstream, the health policy manager will lead the EarlyWell Initiative. EarlyWell is a multi-year collaborative focused on strengthening and expanding the state’s early childhood mental health system through improving the social-emotional health of children 0-8. The goal is to ensure that children can receive effective, affordable, and accessible supports and services, and that systems of care promote protective factors and resilience.
Key Responsibilities:
- Serve as policy expert for the EarlyWell Initiative policy areas.
- Provide leadership, strategic oversight, and administration for the EarlyWell Initiative.
- Serve as policy expert on Medicaid administrative advocacy as it pertains to advancing child health outcomes in NC.
- Serve as policy expert on youth mental health, under the direction of the Sr. Director of Policy and Government Relations.
- Provide administrative support to NC Child’s Parent Advisory Council as needed.
- Write, review, and edit policy publications specific to health policy and youth mental health, including policy briefs, fact sheets, reports, and public comment letters.
- Attend regulatory & legislative committees and report back to staff & appropriate stakeholders.
- Work directly with Policy Director and the North Carolina Early Childhood Foundation staff to convene the EarlyWell Coalition and Coordinating Team.
- Serve as the lead on all health policy, social-emotional health, and youth mental health related grant proposals, deliverables, and budgets, for current and future grants.
Qualifications:
- In-depth content knowledge on Child Health and Well-being policy.
- Strong organizational skills with an ability to prioritize and manage multiple projects; coordinate and actively work on several projects at once while working under strict deadlines.
- Excellent communications skills; writing skills to produce accurate and succinct public statements; public speaking skills for both internal and external presentations.
- Excellent interpersonal skills to manage diverse staff and to work effectively on technical content with other staff, outside parties, including our PAC.
- Positive work ethic that creates an environment and culture of inclusion, cooperation, teamwork, and productivity.

- Bachelor’s degree in a related field.
Bonus Qualifications:
- Proven record in advancing administrative policy.
- Master’s degree in public policy, public administration, Public Health, Social Work, Political Science or a related field.
- Bilingual in Spanish/English.
Position Requirements:
- Full-time, 40 hours/week
- NC Child uses a hybrid work model. This person will be required to work in person at the NC Child office in Raleigh 2 days each week.
- This person will occasionally need to travel around and outside of the state. They will be reimbursed for all mileage traveled to project sites at the standard IRS rate for business purposes.
- NC Child requires staff to be vaccinated against COVID-19.
Compensation & Benefits:
