Position Description
The Policy Analyst serves as the organization’s policy expert in Early Childhood Education. The Policy Analyst will also work closely with team members in Community Engagement and Communications to ensure that the voices of early childhood teachers & providers, and parents of young children, are a central part of policy decision-making in our state.
Responsibilities
- Serve as the policy expert on Early Childhood Education, overseeing supporting legislative and administrative advocacy.
- Facilitate meetings with key ECE administrative partners, including the Division of Child Development and Early Education.
- Write, review, and edit policy publications specific to Early Childhood Education, including policy briefs, fact sheets, reports, and public comment letters.
- Attend regulatory & legislative committees and report back to staff & appropriate stakeholders.
- Facilitate relationship-building and clear messaging that empowers the Community Engagement staff to connect with grasstops and grassroots constituents in the ECE community with clear advocacy asks.
- Represent NC Child with external partners including funders and ECE issue coalitions.
- Ensure strong management and facilitation of Early Childhood Education policy coalitions in which NC Child plays a central role. This can include serving as the coalition’s lead facilitator, managing outside facilitator/s, and/or managing collaborative facilitation with other orgs, as appropriate.
- Serve as the lead on all ECE related grant proposals, deliverables, and budgets, for current and future grants.
- Perform other duties as assigned.

- Excellent communications skills; writing skills to produce accurate and succinct public statements; public speaking skills for both internal and external presentations.

- Working knowledge of the regulatory and legislative processes.

- Ability to pivot quickly and adjust to an ever-changing political and non-profit environment. This means being able to multi-task, prioritize and re-prioritize as needed to get the job done.
- Bachelor’s degree in a related field.
Bonus Qualifications:
The followings skills and/or experience are NOT required. However, please let us know if you would bring any of these assets to the organization:
- Direct advocacy experience with Early Childhood Education policy.
- Proven record in advancing administrative policy across health care, early child education, and or family economic security.
- Master’s degree in public policy, public administration, Public Health, Social Work, Political Science or a related field.
- Bilingual in Spanish/English.

Position Requirements
This is a full-time position (40 hours/week). NC Child uses a hybrid work model. This position will be required to spend two days each week in the Raleigh office and must have the capability to travel in North Carolina when needed. They will be reimbursed for all mileage traveled to project sites at the standard IRS rate for business purposes.
NC Child requires staff to be vaccinated against COVID-19.

Compensation: |
The salary range for this position is $62,000 – $73,000/year. NC Child offers a competitive salary and benefits package, including 100% employer paid health and dental insurance, paid sick days, vacation, family leave, and a commitment to professional development. |
